According to the Government News Portal of Vietnam, Deputy Prime Minister Ho Quoc Dung signed Official Dispatch No. 38/CD-TTg dated May 5, 2026, directing competent authorities to intensify measures to prevent and handle acts of intellectual property rights infringement nationwide. The campaign will be implemented from May 7 to May 30, 2026.
This campaign reflects Vietnam’s stronger commitment to improving the enforcement of intellectual property rights and building a more transparent and healthy business environment. The Government emphasized that IPR infringement remains complicated in several sectors and localities, affecting the investment and business environment as well as the lawful rights and interests of individuals, enterprises and relevant organizations.
A key focus of the campaign is the handling of serious infringements involving copyright, related rights, trademarks and geographical indications. The Ministry of Public Security is assigned to verify, investigate and initiate criminal proceedings in serious cases, including the dismantling of websites and organizations operating major online copyright-infringing platforms, especially those providing pirated films, music, mobile games and television programs.
The Ministry of Culture, Sports and Tourism is required to inspect compliance with copyright regulations, particularly in relation to computer software, films, music, television programs and video games in the online environment. The Government also requested that the number of handled cases increase by at least 20% compared with May 2025.
In the field of industrial property, the Ministry of Industry and Trade and local authorities are directed to strengthen market surveillance and strictly handle cases involving industrial property infringement and counterfeit trademark goods. The customs authority is also required to enhance inspections of import and export goods and proactively suspend customs procedures where there is clear evidence of IP-infringing counterfeit goods.
For businesses, this is an important reminder to review their intellectual property compliance. Companies should check whether their trademarks, copyrighted materials, product designs, packaging, advertising content and online sales materials are lawfully used and properly protected. They should also prepare supporting documents such as trademark registration certificates, copyright registration certificates, licensing agreements, assignment records and documents proving the lawful origin of goods.
The campaign from May 7 to May 30, 2026 is not merely a short-term inspection activity. It signals a broader trend of stronger and more systematic IPR enforcement in Vietnam. For enterprises, intellectual property is no longer only a legal formality; it is an essential part of brand protection, risk management and sustainable business development.
